BOARD ACTIONS

 

On January 26, 2004, the Board of Trustees approved:

§         A resolution acknowledging the services rendered by Nancy Lopez during her presidency of Local Chapter #76 of the California School Employees Association, 1997 through 2003.

§         The renewal of a contract with the California State Department of Education to provide materials and supplies for childcare and development services. This agreement will provide $544 to be used for materials and supplies for the Child Development Program.

§         The approval of use of the California Multiple Award Schedule (CMAS) to purchase computer equipment from Dell Marketing without competitive bidding through June 30, 2007.

§         The adoption of the Glendale Community College Educational Master Plan for 2003-2009. The Master Plan Task Force completed a two-year study of college needs and directions. Their report represents the best efforts of over 50 faculty, staff and administrators representing a broad cross-section of the campus.

§         A non-resident tuition fee of $140 per unit for the 2004-05 academic year. This is the same rate charged in the 2003-04 academic year.

§         The acceptance of funding from the U.S. Department of Education in the amount of $602,157 for a project titled “Cooperative Arrangement Grant with California State University, Northridge.” This funding is for the third year of a five year Title V grant, the purpose of which is to bring students to college better prepared to succeed, ease their transition to college, increase retention and ease transfers within their discipline.

§         The acceptance of Public Education Government (PEG) funds in the amount of $42,000 - $52,000 per year. The Glendale City Council voted in July 2003 to increase the assessment of PEG fees to cable subscribers in the City of Glendale, with the additional assessment going to Glendale Unified School District and Glendale Community College for operation and programming on Channel 15. The first payment to the college will be in January 2004.

§         Sabbatical leave for Carol Paxton, professor of mathematics, for Fall 2004 and Spring 2005. Paxton will be working on an intermediate algebra book for community college students.

§         The adoption of a Mitigated Negative Declaration for the Athletic Field Lighting Project. The filing of the Mitigated Negative Declaration with the State of California to meet CEQA requirements will allow the project to move forward.

§         An agreement with Aurora for the purchase of modular building for the Culinary Arts Addition project in the amount of $117,220.38. The Culinary Arts (Los Robles) Addition project adds approximately 800 sq. feet to the south end of the existing building, providing four new faculty offices and a pantry/storage area.

§         The settlement of a claim filed by Overland Mechanical for the amount of $12,688. The claimant was one of the contractors working on the Science Center Project.

§         The declaration of various computer equipment as surplus to the needs of the college.

§         Amendments to the Collective Bargaining Agreement with the California School Employees Association, Glendale Community College Chapter #76, pending ratification by the CSEA membership. These amendments include Article VII – Wages; Article XIII – Applications, Recruitment and Selection of Employees; Article XVII – Layoff Procedures; Article XXII – Working Conditions; Article XXIII – Section 1 – Early Retirement Medical Benefit; Article XX – Professional Growth; and Appendix F – Salary Reallocation Language. The Board also approved the mutual openers to be negotiated during 2004-05.

 

 In addition:

·         Dr. Jean Lecuyer, professor of physics and chair, master plan task force, made a presentation on the “Glendale Community College Master Plan and Vision Statement.” The Board thanked the Master Plan Task Force for their hard work on the Master Plan and praised the final product, particularly the outcome indicators.

·         The federal omnibus spending bill passed on January 22, granting Glendale Community College $100,000 for the Science Center Education Outreach Project.

·         There will be a meeting on campus on March 25 on Latino and Hispanic issues.

·         The lights on the Science Center Planetarium dome will be installed this week.

·         The first of two High School Counselor Days was held on campus last week. Fifty counselors from local high schools attended. The second High School Counselor Day will be held on February 6 with 75 counselors expected to attend.

·         Executive Vice President of Instruction Steve White announced that we have replaced 98 of 105 classes cut last spring. In addition, eight sections of high demand classes have been added to the spring schedule. We are trying to reach our 1.8% growth target.

·         GCC will hold its first dispute resolution training for division chairs and managers in February, led by the Center for Dispute Resolution in Santa Monica.
