BOARD ACTIONS

 

On October 17, 2005, the Board of Trustees approved:

·         A resolution approving the implementation of the Retirement Enhancement supplemental retirement plan administered by HighMark Administration and Consulting for eligible employees. This plan replaces the KEEP program which is no longer being offered to new retirees.

·         A resolution endorsing the fund raising efforts of the Glendale/Ghapan Sister City Association to raise funds for the Ghapan Hospital Revitalization Project.

·         A resolution on Measure G Funds that grants highest priority among the major unfinished Measure G projects to the expansion of the Garfield Campus; directs the college administration to seek additional funding mechanisms to augment Measure G Bond Funds; and prevents the appropriation of Measure G Funds to any new projects not listed on the Measure G ballot except when necessary for health and safety purposes.

·         The allocation of $5,600,000 in additional funds from the Measure G General Obligation Bond for the Parking Structure Project. The project will now go out for bid.

·         The District Salary Openers for 2005-2006 negotiations, allowing the negotiation process to begin. The Board also reviewed for a second time the Guild Openers for 2005-2006 compensation negotiations.

·         The Final Plan Proposal for the Laboratory/College Services Building for submission to the State of California for funding in fiscal year 2007-2008. The proposal reflects 70% state funding with a District match of the other 30% for a total cost estimate of $46,459,934.

·         The addition of the following courses to the official college course offerings: Physical Education 119 – Foundations for Fitness and Personal Training; Physical Education 217 – Self-Defense Techniques; Italian 130 – Italian Culture and Civilization through Cinema; Speech 191 – Forensics: Individual Events; Speech 192 – Forensics: Team Events; and Speech 193 – Debate Team.

·         The addition of two new certificates to official college course offerings: Personal Training Certificate and Unix System Administrator Certificate.

·         The scheduling of a Board of Trustees retreat on December 15, 2005. The Board President will secure the services of a qualified outside facilitator.

·         The addition of the California Association of Community College Registrars and Admission Officers (CACCRAO) to the approved list of memberships for the District and its representatives for Fiscal Year 2005-2006.

·         A change order increasing the cost of the Allied Health/Lab Project - Plumbing by $8,318.00 for a total contract price of $798,298.00.

·         A change order decreasing the cost of the Allied Health/Lab Project – General Construction by $4089.00 for a total contract price of $1,649,965.00

·         A change order increasing the cost of the Allied Health/Lab Project – Roofing and Waterproofing by $3,974.00 for a total contract price of $443,974.00.

·         An agreement between the City of Glendale – Department of Water and Power and GCC for a Green Energy Partnership Public Benefits Program. As part of this program, the city will provide GCC with an energy efficiency incentive of $500,000 for the installation of a new chiller plant as part of the Allied Health/Lab project. In addition, the college will allow the city to locate and install a grid-connected solar photovoltaic system on the new parking structure.

·         The declaration of several items of equipment as surplus to the needs of the college.

·         The name change of the Allied Health/Laboratory Building to the Bhupesh Parikh Health Sciences and Technology Building. In addition, the name change of the Allied Health Division to the Kumud Parikh Health Sciences Division. In August 2005, Mr. and Mrs. Bhupesh Parikh made a $1,000,000 donation to the Glendale College Foundation, Inc. According to Board Policy 3810, a building may be named to honor an individual for providing funding for that portion of the total cost which would not have been available from any other source.

·         An agreement with Community College Search Services to assist in the executive search for the next President. The fee for these services is $23,000 plus expenses for extraordinary services.

·         The job announcement for the Superintendent/President position. Recruitment will begin in early November with a closing date of February 3, 2006.

·         An adjustment in salary for the Fire Academy Technician position. The rate will change from $17.36/hr to $35.00/hr based on a comparison of salaries from other colleges.

 

In addition:

·         Dr. Mary Mirch, Associate Dean, Health Services gave a report on the Laird Bill AB982 and Health Fee Stabilization. The passage of this bill allows all students attending a college to pay the Student Health Fee. The Board of Trustees later reviewed a recommendation for restructuring the payment of the Student Health Fee at GCC, wherein all students will pay a health fee. BOG A recipients will pay one-half the State recommended Board of Trustee approved health fee. All other students will pay the State recommended Board of Trustee approved health fee.

·         Jim Spencer, GCC Architect presented the Final Plan Proposal for the Laboratory/College Services Building. The proposed building will contain a one-stop service center for Student Services and Admissions, laboratories and classrooms, Culinary Arts facilities, computer labs, and offices for faculty and staff.

·         The Patrons Club of Glendale Community College will hold their annual scholarship luncheon on Friday, November 4.

·         The Board reviewed a recommendation for approval of a sole source purchase and installation of a fire alarm system network upgrade from Simplex Grinnell. Approval of this recommendation will be requested at a subsequent meeting.
