GUILD MEMBERSHIP MEETING

October 21, 2008

 

Call to order 12:02 P.M. Quorum verified.

Consideration of minutes:

A. MSU (Bowerman/Scott) to approve minutes from September 16, 2008 as read.

Announcements

We have reached the 65% trigger. 39 employees of whom 19 are faculty are retiring. You can still retire.

Rehire Rights list is going through Chairs. It is very important that we get an accurate list in light of the possibility of mid-year cuts.

Some money available for collective bargaining. Steve Marsden will give details in his presentation.

We encourage all faculty to go to the town hall meeting on block scheduling this Thursday, October 23, 2008 at 3:30 P.M.

The last announcement is to encourage students to vote this election.

Discussion/Approval of Old Business

A. Election for Guild Secretary. The position starts this Thursday.

1. Zo Kaye was elected Guild Secretary.

B. MSU (Eckler/Barrio-Sotillo) Have a secret ballot election for item #2 from “Old Business” (Change in the Guild Constitution – Article V, Sec. 1 – “Effective June 15, 2009, one must be a member of the Guild to serve on a standing committee.”) and item #1 and #2 from “New Business” (1. Change in Guild Constitution (Article V) and By-Laws (Article IV) to make the Garfield Shop Steward an elected Guild officer with 10% released-time if a tenured faculty member or 3 hours per week if an adjunct faculty member. The steward would have to work at the Garfield campus and represent other sites as well. 2. Change in Guild Constitution (Article V) to allow non-academic managers to be Guild Members, excluding vice-presidents.) Include the TA’d items from negotiations in the secret ballot as well.

C. MSU (Andersen/Glanzer) In regard to Article V, Sec. 2, B, the Guild Exec has decided to keep elections where they currently are. This gives a two-month mentoring period.

D. Negotiations Update

1. Issue of priorities. They must budget for salaries up front.

2. Steve Marsden discussed the major cost items and revenue for 2008-2009.

3. The 08-09 State Budget was already bad before the national financial crisis.

4. The upcoming Board Elections is very important.

5. Went over negotiations highlights

6. For the three-year contract reopeners, think creatively. If there is no money, we must focus on other items.

Two Items to be Sunshined

B. Garfield Shop Steward. Elected position with 10% released time. It requires changes in officer, released time, and duties part of the Guild Constitituion.

C. Change in the Constitution relative to Article IV, Sec. 1 regarding who is a member.

1. We will work out better language for next time. The language that was added states: “Classified managers/supervisors are eligible for membership. The exception would be all Vice Presidents.”

2. This allows for those who do not directly supervise any faculty, if they teach, to be members of the Guild. (Jeanette suggested that this language be used.)
