Administrative Regulation

 

Types of Uses

 

A.        The Board of Trustees may grant the use of college facilities for public, literary, scientific, recreational, or educational meetings, or for the discussion of matters of general interest upon terms deemed proper and in conformance with the Education Code.

 

B.        Free Use shall apply to those organizations, including the Glendale College Foundation, Inc., that qualify under the provisions of the Civic Center Act and that are organized for youth character building and youth welfare purposes of students in the Glendale Community College District.  All meetings qualifying under these provisions shall be non-exclusive, open to the public, and free of charge.  Special equipment services will be charged at the actual cost, except that the College Patrons Club meetings shall be entitled to the free services of one cafeteria employee for not more than two hours per event.

 

C.        Direct costs shall be charged for the following types of activities:

 

1.         Boy Scout and Girl Scout Organizations and their affiliates;

 

2.         Parent-teacher associations;

 

3.         Senior citizen organizations;

 

4.         Non-profit educational, scientific, recreational and cultural organizations, provided no fees are being charged for the event, or the fee proceeds will be expended for the benefit of Glendale Community College District students.

 

Fair rental value shall be charged for the following types of activities:

 

1.         Organizations providing educational testing;

 

2.         All other non-profit educational, scientific, recreational and cultural organizations who are charging a fee for the event, and the proceeds of these fees are to be spent on a purpose other than for the benefit of Glendale Community College students.

 

D.        Commercial Use shall apply to all established business firms or persons engaged in private enterprise for a profit, whether admission is charged or not.

 

E.        Any group scheduling use during hours when the facility does not normally have an appropriate employee on duty shall pay the salary cost of the employee specially assigned to make the facility available, including setup and cleanup time.  Any exception to this paragraph shall be approved only by the Superintendent/President or designee.
