Administrative Regulation

 

Provisions of Use

 

A.     The Administrative Services Office is charged with direction and supervision of community use of college facilities and may establish charges for use not defined herein or for unusual circumstances.

 

B.        The District reserves the right to request payment of fees in advance.

 

C.        Smoking in college buildings is prohibited. The renting organization is
responsible for enforcing this regulation.

 

D.        Alcoholic beverages or liquors will not be permitted on college property at
any time.

 

E.        All books, pamphlets, posters, and other items of literature which may have been used or distributed during a period of lease must be removed by the Permittee at the end of the lease period.

 

F.        Decorations must be flameproof and shall be erected and taken down in a manner not destructive to college property. The use of open flames such as candles is forbidden.

 

G.       The Permittee shall be fully responsible for all loss or damage to college property resulting from use during the period of lease.

 

H.        All equipment and facilities to be used must be listed on the application. Arrangements will be made by the Administrative Clerk for trained personnel to operate facilities deemed by the District to require skilled operators. The Permittee is bound by the determination of the District and is responsible for these salaries in addition to the basic rental fee.

 

I.          Stage productions using actors and requiring settings other than picture  screens or speaker platforms require the use of a District stage manager who shall have complete responsibility and authority over the use of stage facilities whether they be District-owned or brought in for the function.

 

J.         Facilities are available during vacation periods only if the use does not conflict with cleaning and renovating activities, and if necessary personnel are available for supervision.

 

K.        District employees shall be on duty whenever a facility is being used. They will be in charge of facility use and will report to the District Administrative Office regarding the use, including the deportment and discipline of user.

 

L.         No refreshments shall be sold or served in connection with food facility
use except as may be arranged with the food services department of the District or approved by college at time of application.

 

M.       When programs are scheduled in Campus Center in which meals are served by District cafeteria personnel, the meal charge will include use of the facility, or other arrangements may be made in advance.

 

N.        All use shall conform to District energy conservation policies.

 

O.        Keys to facilities shall not be issued to any group not officially connected
with the college.

 

P.        Any permit may be canceled or revoked for any of the following reasons:

 

1.        If the group fails to comply with rules and regulations established by the college.

 

2.         If the conduct of the group is unsatisfactory.

 

3.       If any youth group meets without satisfactory adult supervision.

 

4.        If there are any overdue fees for rental, labor costs or damages for past use.

 

5.         Incorrect or misleading information has been given on the application.

 

Q.       No employee of the District may accept any gift or gratuity of any kind from any group using college facilities under any circumstances.

 

R.       The laws of the State specify that no entertainment shall be permitted which reflects in any way upon persons because of race, color, creed or sex.

 

S.       The group using college facilities understands and agrees that it will not exclude the general public from its meetings or recreational activities. However, if interference by nonmembers is more than minimal, as determined by the person in charge of the meeting or recreational activity, the organization may take appropriate steps through the use of law enforcement officers or other legal remedies to eliminate such interference.

 

T.Groups with minors in attendance shall provide their own chaperones. The number required shall be determined by the college.

 

U.        The college may require as a condition for approval of an application, that the applicant cover the cost of security officers as is determined necessary by the designated office.

 

V.        The use of facilities involving spectators for football, track and soccer will be limited to the stadium and track.  The use of the stadium playing surface will be limited to activity participants.  Spectators will not be permitted on the playing surface.

 

W.      The use of the gymnasium for other than basketball games during the college basketball season between November 1 and March 1 shall be limited. Community events, such as dances, light shows, jazz festivals, folk festivals, circuses or similar events should not be held in the gymnasium.

 

X.       Tennis Court facilities will be limited to use for tennis only.  Currently, the Glendale College Foundation has an exclusive agreement with the District to manage those courts.  At this time, all requests for use of those facilities should go through the Glendale College Foundation.  Bicycle riding and roller skating are expressly prohibited.

 

Y.        Other playing fields are for activities such as touch football, softball, soccer, and field hockey and are primarily available for practice sessions or contests not involving spectators. Use will be limited generally to the above activities. Golf practice and model airplane flying will not be permitted.
