The Scholars Program

of

Glendale Community College

ARTICLE I. NAME

The name of the organization shall be the Scholars Program of Glendale Community College.

ARTICLE II. STATEMENT OF PURPOSE

We, the Scholars Program of Glendale Community College, in order to encourage academically gifted students, have established this program to provide an enhanced, more challenging curriculum. The Program aspires to strengthen the character of each student by encouraging high standards of scholarship and citizenship. The Program strives to guide and prepare students for transfer to a university and to help students achieve success in their future goals.

ARTICLE III. MEMBERSHIP AND RESPONSIBILITIES

Section 1. ACADEMICS: Members must maintain a minimum 3.0 grade-point-average. In addition to taking a minimum of twelve (12) units per semester, he/she must take the required scholars courses in accordance with their educational plan set by the Scholar’s counselor.

Section 2. SERVICE HOURS: Members are required to complete a total of fifteen (15) community service hours per semester. Ten (10) of the fifteen hours must be earned by service within the program itself. Five (5) of the fifteen hours may either be earned through the program, or through an outside organization. Proper documentation and proof must be presented to the Director of the program in order for hours earned outside of the program to be accepted.

Section 3. PROBATION (ACADEMIC): In the event that a scholar does not maintain a 3.0 GPA, the scholar will be placed on probation during the subsequent semester (fall/spring). While on probation, the student will be given the opportunity to return to good standing. To do this, the student must raise his/her GPA to at least the minimum requirement. The probation policy requires the student to see the Director and counselor of the program.

Section 4. PROBATION (SERVICE HOURS): In the event that a scholar does not complete fifteen hours of community service per semester, the scholar will be placed on probation during the subsequent semester (fall/spring). While on probation, the student will be given the opportunity to return to good standing. To do this, the student must earn fifteen hours for that semester plus the amount of deficient hours from the previous semester.

Section 5. DISMISSAL: If a student is unable to return to good standing after being on probation, then the student may be dismissed from the program, and all privileges attached to the Scholars Program may be revoked for that student.

ARTICLE IV. THE CABINET: POSITIONS AND POWERS

All Cabinet members are expected:

      To uphold the laws of the Scholars Program.

      To successfully hold their positions for the entire school year

      To have an email address, telephone number, or both, available for scholars

All Cabinet members are to be respectful to their fellow Cabinet members during Cabinet, Committee, and General Assembly meetings.

All members of the Cabinet who execute their duties for the school year and who remain in good standing in the Scholars Program will have their fifteen hour service requirement fulfilled automatically by virtue of their position.

Section 1. PRESIDENT: The highest executive official on the club aspect of the program is the president. The powers and duties of the president shall include, but are not limited to, the following:

    Presiding over all Cabinet meetings

    Presenting an agenda to every Cabinet meeting

    The ability for vetoing any measure; however, with a 2/3 majority, the Cabinet can override the veto

    Making all necessary recommendations for appointment of vacant offices, in consultation with the Director

    Voting only in case of a tie

Section 2. VICE PRESIDENT: The second highest executive official on the club aspect of the program is the vice president. The powers and duties of the vice president shall include, but are not limited to, the following:

    Assisting the president

    Assuming the president’s powers and duties in the event that the president is absent or resigns

    Keeping track of the members’ community service hours for the entire school year and submitting them to the Director of the program prior to the last day of each semester (fall/spring)

    Receiving up-to-date log hours from each committee at each General Assembly meeting

    Maintaining and updating the Scholars Program Website

Section 3. SECRETARY: The third highest executive official on the club aspect of the program is the secretary. The powers and duties of the secretary shall include, but are not limited to, the following:

    Correctly preparing, maintaining, and distributing the minutes of each Cabinet meeting to all scholars; the minutes for a Cabinet meeting must be distributed before the date of the next Cabinet meeting Assuming the president’s powers and duties in the event that both the president and the vice president are absent or resign

Section 4. TREASURER: The powers and duties of the treasurer shall include, but are not limited to, the following:

    To work in correlation with the Finance Committee, and oversee that management of the money is being done accurately

    To keep records of results from fundraisers, profits and expenses in the budget, and to set financial goals for our program each semester

Section 5. FINANCE COMMITTEE: Chaired by the two (2) Vice Presidents of Finance, the primary purposes of this body shall be:

    To manage Scholars Program finances

    To develop and organize regular fundraisers throughout the school year, and by doing so, to raise at least an average goal of $2,000 per semester; money from fundraisers will be awarded to eminent scholars in the form of scholarships

    To record community service hours for students who have earned them through their committee, to submit up-to-date logs to the Vice President at each General Assembly meeting, and to submit a final list of hours to the Vice President by the beginning of the final examinations week of each semester

    To announce and promote the Junior VP positions at the first General Assembly meeting of the spring semester, to make recommendations for these positions to the Director, and to confirm two or three Junior VPs for their committee before the second General Assembly meeting of the spring semester

Section 6. COMMUNICATIONS COMMITTEE: Chaired by the two (2) Vice Presidents of Communications, the primary purposes of this body shall be:

    To create, publish, and distribute the program’s monthly publication, The Scholars Journal

    To record community service hours for students who have earned them through their committee, to submit up-to-date logs to the Vice President at each General Assembly meeting, and to submit a final list of hours to the Vice President by the beginning of the final examinations week of each semester

    To announce and promote the Junior VP positions at the first General Assembly meeting of the spring semester, to make recommendations for these positions to the Director, and to confirm two or three Junior VPs for their committee before the second General Assembly meeting of the spring semester

Section 7. RECRUITMENT COMMITTEE: Chaired by the two (2) Vice Presidents of Recruitment, the primary purposes of this body shall be:

    To organize recruiting events at local high schools, on campus, and in the general community, through consultation with the Director of the Scholars Program and/or through the GCC Outreach department

    To record community service hours for students who have earned them through their committee, to submit up-to-date logs to the Vice President at each General Assembly meeting, and to submit a final list of hours to the Vice President by the beginning of the final examinations week of each semester

    To announce and promote the Junior VP positions at the first General Assembly meeting of the spring semester, to make recommendations for these positions to the Director, and to confirm two or three Junior VPs for their committee before the second General Assembly meeting of the spring semester

Section 8. MENTORING COMMITTEE: Chaired by the two (2) Vice Presidents of Mentoring, the primary purposes of this body shall be:

    To contribute their experience in the program to help guide first year scholars and new members

    To record community service hours for students who have earned them through their committee, to submit up-to-date logs to the Vice President at each General Assembly meeting, and to submit a final list of hours to the Vice President by the beginning of the final examinations week of each semester

    To announce and promote the Junior VP positions at the first General Assembly meeting of the spring semester, to make recommendations for these positions to the Director, and to confirm two or three Junior VPs for their committee before the second General Assembly meeting of the spring semester

Section 9. IOC REPRESENTATIVES: Chaired by the two (2) Inter-Organizational Council Representatives, the primary purposes of this body shall be:

    To represent the Scholars Program at all IOC meetings

    To maintain the Scholars Program’s established and strong connection between the Associated Students (AS) Body and the other clubs on campus

Section 10. VICE PRESIDENT OF STUDENT RELATIONS: The powers and duties of the VP of Student Relations include:

    Managing the cleanliness and social order in the Garret

    Keeping track of hours earned by Garret Watchers and submitting them to the Vice President by the beginning of the final examinations week of each semester

    Coordinating the annual Scholar’s Banquet, taking place at the end of the spring semester

    Announcing and promoting the Junior VP position at the first General Assembly meeting of the spring semester, to make recommendations for this position to the Director, and to confirm one or two Junior VP(s) before the second General Assembly meeting of the spring semester

Section 11. IMPEACHMENT: An officer accused of improper conduct or neglect of duty may be impeached by a 2/3 vote. An officer forced to resign from the Cabinet will never be able to be appointed or elected into the Scholars Cabinet again. If any Cabinet position becomes vacant during the school year, the Cabinet, in consultation with the Director of the program, has the right to appoint a new member to fill that position. A 2/3 vote must result for the acceptance of a new member. No student may hold more than one elected office at any one time.

ARTICLE V. ATTENDANCE POLICY

Section 1. CABINET MEETINGS: The president must coordinate an appropriate date and time for executive meetings to make it possible for at least one committee VP from each committee to attend. The president must always attend all Cabinet meetings, and in the instance that he/she is unable, must notify the Vice President no later than two days before the meeting. At least one (1) appointed representative of each committee shall attend, and be on time, for all regular and special meetings. If a committee is absent once, then that committee will receive a warning. If a committee is absent twice, then that committee might experience consequences at the discretion of the remaining Cabinet members. Any proposal determining the fate of a truant Cabinet member must result in a 2/3 vote by all voting Cabinet members.

Section 2. GENERAL ASSEMBLY MEETINGS: All scholars are required to attend the General Assembly meetings, which will be held once a month. Scholars will receive one service hour for attending each meeting.

ARTICLE VI. ELECTION PROCEDURES

Section 1. PRESIDENT: Elections shall be held at the last General Assembly meeting of the spring semester. Those eligible to run for this position are first-year scholars who held a Cabinet position (vice president, secretary, treasurer, and two IOC representatives) and remained in good-standing during the current school year.

Section 2. VICE PRESIDENTS OF EACH COMMITTEE: These positions are appointed. The Vice Presidents of each committee appoint two Junior Vice Presidents for their own committee during the spring semester, as specified above. These Junior VPs have an opportunity to accept the position of being the Vice President of their committee for the following school year. If Junior VP(s) reject the position, the Vice Presidents shall appoint new Junior VP(s), in consultation with the Director of the Scholars Program. The Junior VPs have no voting rights until they actually assume a formal Cabinet position.

Section 3. VICE PRESIDENT, SECRETARY, TREASURER, TWO IOC REPRESENTATIVES: Elections shall be held at the first General Assembly meeting of the fall semester. Those eligible to run for these positions are first-year scholars only.

ARTICLE VII. THE GARRET

The Garret is a special room designated for scholars in good standing only. The Code of

Conduct for the J.W. Smith Student Center shall be applied for the Garret as well.

ARTICLE VIII. AMENDING THE CONSTITUTION

Section 1. Any proposed amendments to the Constitution must be approved by a 2/3 vote of all voting Cabinet members.

Section 2. The Director of the Scholars Program has the power to veto any changes, revisions, or additions made to the Constitution.
