Emergency Financial Aid Grants to Students
HEERF I (CARES Act):
The Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed into law on March 27, 2020. Glendale Community College signed and returned to the Department the Certification and Agreement which assures that GCC has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
The total amount of funds that GCC has received from the Department pursuant to the institution's Certification and Agreement [for] Emergency Financial Aid Grants to Students is $5,028,480.
The table below shows the total amount of Emergency Financial Aid Grants distributed to students from the $5,028,480 the institution has received for Emergency Financial Aid Grants to students as well as the total number of students who have received an Emergency Financial Aid Grant under Section 18004(a)(1) of the CARES Act.

METHODS:
To determine which students would receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act, Glendale Community College (GCC) used the following approach:
Universal CARES Grants to Eligible Students:
Since all students were impacted when GCC moved all instruction online for Spring 2020, Emergency Financial Aid Grants were provided to all eligible students who requested funding to cover COVID-19 related expenses.
Following Federal guidance, in Spring 2020, GCC provided the grants only to eligible students who were taking credit courses and filed a Free Application for Federal Student Aid (FAFSA) form or who were eligible to file a FAFSA (U.S. citizen; valid Social Security number; if male, registered with Selective Service; and earned high school diploma or equivalent).
Students eligible to receive the federal emergency relief grants were informed through their GCC student email account. They were asked to acknowledge they incurred expenses related to the disruption of college operations due to the coronavirus. Once acknowledgement was received a check was be mailed to the eligible student. Based on the distribution formula established by GCC, 5,168 students received an Emergency Financial Aid Grants of $625 each. A total of $3,230,000 was disbursed using this methodology.
Need Based Grants for Students:
In Fall of 2020, GCC developed a need-based approach and application for awarding students with Emergency Financial Aid Grants under the CARES Act. Need was determined through a number of variables, include other financial aid awards and student self-attestation. Furthermore, given the preliminary injunction issued in Oakley v. DeVos, eligibility was expanded to include all students enrolled at Glendale Community College, regardless of eligibility for FAFSA.
Students were notified of the federal emergency relief grants through their GCC student email accounts. They were asked to fill out the emergency grant application and acknowledge that their need was related to disruption of college operations due to the coronavirus. Students who previously received the $625 grants were limited to receiving up to $375 more. Students who had not previously received the grants, were eligible to receive up to $1,000. A total of $1,798,480 was disbursed using this methodology.
HEERF II & III (CRRSAA & ARP):
On December, 27 2020, the federal government signed the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), and on March, 11 2021, the federal government signed the American Rescue Plan Act of 2021 (ARP). The institution has used, or intends to use, the applicable amount of funds designated under Section 314(a)(1) of the CRRSAA and Section 2003(a)(1) of the ARP to provide Emergency Financial Aid Grants to Students.
The table below shows the total amount of Emergency Financial Aid Grants distributed to students from the $21,915,430 ($5,028,480 under CRRSAA; $16,886,950 under ARP) the institution has received for Emergency Financial Aid Grants to students as well as the total number of students who have received an Emergency Financial Aid Grant under Section 314(a)(1) of the CRRSAA and Section 2003(a)(1) of the ARP.

METHODS:
In compliance with Federal guidance, GCC utilized a need-based application and methodology to prioritize students with exceptional need, such as students who receive Pell Grants or are undergraduates who have faced significant unexpected expenses, such as the loss of employment (either for themselves or their families), reduced income, or food and/or housing insecurity. While the average grant per term ranges from $500 to $1,500. In cases of exception need, the District may award up to the maximum emergency financial aid grant amount, which is set to the maximum annual Pell Grant amount.
