The Standards of Student Conduct provide a prompt and equitable means to address alleged
student violations of the college’s behavioral regulations. Students who violate
college policies and behavioral regulations shall be subject to the disciplinary
procedures outlined in the Standards of Student Conduct, GCC Administrative Regulation
5500. These procedures are not intended to substitute for criminal or civil proceedings
that may be initiated by other agencies.
Prohibited conduct that may subject a student to disciplinary sanctions includes,
but is not limited to the following:
Any student found to have committed an act of misconduct including, but not limited
to, the following behaviors is subject to disciplinary sanctions as outlined in GCC
Administrative Regulation 5520. The following conduct shall constitute good cause
for discipline:
- Disruption of the orderly operation of the college including, but not limited to the
delivery of GCC instructional, administrative, or student services programs and functions;
campus activities sponsored or sanctioned by GCC; other authorized non GCC activities
when the act occurs on GCC premises. Disruptive behavior, willful disobedience, habitual
profanity or vulgarity, or the open and persistent defiance of the authority of, or
persistent abuse of GCC employees.
- Engaging in expression which is obscene, libelous or slanderous, or which so incites
students as to create a clear and present danger of the commission of unlawful acts
on GCC premises, or the violation of GCC policies and regulations, or the substantial
disruption of the orderly operation of the college.
- Violation of published GCC rules, board policies, and administrative regulations.
- Dishonesty, forgery, alteration or misuse of GCC documents, applications, forms, records
or identification; or knowingly furnishing false information to GCC.
- Unauthorized entry upon or use of GCC facilities. Unauthorized possession or duplication
of keys to any GCC premises, entry into or use of any GCC premises, or use of GCC
supplies and/or equipment.
- Cheating, plagiarism, or other violations of GCC policies and administrative regulations
governing academic honesty as defined in GCC Administrative Regulation 5501.
- Violation of GCC
board policies and regulations governing the use of computer, electronic, digital and communications
technology.
- Gaming, gambling, or participating in other activities for the purposes of wagering
or betting funds.
- Soliciting or assisting another to perform any act that would violate the Standards
of Student Conduct and subject a student to disciplinary sanctions.
- Lewd, indecent or obscene conduct or expression on GCC owned or controlled property,
or at GCC sponsored or supervised functions.
- Violation of federal, state, or local law on GCC premises, or at GCC sponsored or
supervised activities.
- Failure to comply with directions of GCC employees who are acting within the scope
of their job responsibilities.
- Unlawful possession, use, sale, offer to sell, or furnishing, or being under the influence
of, any controlled substance listed in Sections 11053 et seq. of California Health
and Safety Code an alcoholic beverage, or an intoxicant of any kind; or unlawful possession
of, or offering, attending or negotiating the sale of any drug paraphernalia, as defined
in Section 11014.5 of California Health and Safety Code except as expressly permitted
by GCC regulations.
- Presence on campus or at a college-sponsored function while under the influence of
narcotics, other legally controlled substances, or alcoholic beverages except as expressly
permitted by law and GCC regulations.
- Abusive behavior directed toward, or hazing of, a member of the campus community or
a college visitor.
- Illegal or unauthorized possession or use of firearms, explosives, other weapons,
or dangerous chemicals. Possession, sale or otherwise furnishing any firearm, knife,
explosive or other dangerous object, including but not limited to any facsimile firearm,
knife or explosive, unless, in the case of possession of any object of this type,
the student has obtained written permission to possess the item from Glendale Community
College Police Department, which is concurred by the Superintendent/President or designee.
- Sexual assault or sexual exploitation regardless of the victim’s affiliation with
GCC.
- Sexual harassment of a member of the campus community or a college visitor including,
but not limited to unwelcome sexual advances; requests for sexual favors; other verbal,
nonverbal, or physical conduct of a sexual nature in violation of GCC board policies
and administrative regulations on sexual harassment (GCC Administrative Regulations
3430 and 3540), and applicable State and Federal laws.
- Engaging in harassing or discriminatory behavior based on disability, gender, gender
identity, gender expression, nationality, race or ethnicity, religion, sexual orientation,
or any other status protected by law.
- Engaging in intimidating conduct or bullying against another member of the campus
community or college visitor through words or actions, including direct physical contact;
verbal assaults, such as teasing or name-calling; social isolation or manipulation;
cyberbullying; threats; intimidation; harassment; coercion; or other conduct that
threatens or endangers the health and safety of a member of the campus community or
a college visitor.
- Assault, battery, or any other physically abusive behavior that threatens or endangers
the health and safety of a member of the campus community or college visitor.
- Theft or attempted theft of GCC property, or property of a member of the college community
or college visitor, or knowingly receiving stolen GCC property or private property
on GCC premises.
- Actual or attempted vandalism or destruction of GCC property, or property of a member
of the campus community or college visitor.
- Willful misconduct that results in injury or death to a member of the campus community
or which results in cutting, defacing, or other injury to any real or personal property
owned by GCC or on GCC premises.
- The use of any electronic listening or recording device in any classroom without the
prior consent of the instructor, except as necessary to provide reasonable accommodations
for students with disabilities.
- Unauthorized preparing, giving, selling, transfer, distribution, or publication, for
any commercial purpose, of any contemporaneous recording of an academic presentation
in a classroom or equivalent site of instruction, including but not limited to handwritten
or typewritten class notes, unless authorized by the instructor in writing.
- Willful or persistent smoking in any area where smoking has been prohibited by law
or by GCC regulations as defined by GCC Administrative Regulation 3570.
- Persistent, serious misconduct where other means of correction have failed to bring
about proper conduct.
Authorized disciplinary sanctions for violations of student behavioral regulations
include, but are not limited to written reprimand, loss of privileges, restitution,
temporary removal from class, suspension, and/or permanent expulsion. The college
administers these sanctions through the Standards of Student Conduct and provides
involved students with their due process rights guaranteed by State and Federal
constitutional protections. Copies of the Standards of Student Conduct are available
in the Student Affairs Office located in the J.W. Smith Student Center or from the
GCC website.
